1957/1958 Ford Dexter Diesel Tractor

I have a 1957/1958 Ford Dexter Diesel Tractor, 3 cylinder. My problem: the RPM goes up and down when running. I have changed the fuel filter, bled fuel lines of air and is still runs up and down. What do I need to do the correct the problem?

Your vacuum govenor needs rebuilding. There is a rubber diaphram on the right end of the injector pump inside of the casting that has a vacuum line running to it. Also there is a linkage inside that could have worn pins. Good luck.
