Simms Injection pump Pneumatic Governor Air Filter Capsule

While going over the Simms injection pump on this old girl,(1958 Dexta) I found that the Pneumatic Governor Air Filter Capsule (whatever that is) has been replaced by a wad of very tighly packed heavy-weight steel wool.

Now I'm sure that there is supposed to be something there that will act as an air filter for the governor, but I'm also equally sure that this wad of crap wasn't filtering anything, or for that matter allowing any kind of air into the governor.

Now, my questiion is, just what is supposed to be there?

I've tried to find out from local fuel injection pump service people but to no avail.

Help is appreciated, advise is considered, good advice is golden.

Steel wool is what is supposed to be there. It is a filter of sorts, but it doesn't do the same job as the engine air cleaner. When vacuum or spring pressure is applied to one side of the diaphragm, air has to go in and out of the other side, or the diaphragm couldn't move. The air goes in and out through that steel wool screen. Clean it with solvent, soak it in engine oil, let the excess drip off, and put it back in.
