1954 Fordson Dexta Tractor

I am doing some research for my 77 year old dad. He has what he says is a Fordson Dexta tractor with a 3 cylinder diesel motor. Twice over the last year the motor has run away and it scared him so bad he will not start the tractor. It too has the Simms mimmec unit to manage the fuel to the injectors. I noticed in the note it mentioned that it must be low on oil. Can anyone help with some information so I can help him get his tractor to a point where he can use it again?

I think you'll find it's a 1964 rather than a "54. That pump needs routine oil changes. Access plug on top of pump, level plug on side and drain plug on bottom. Do Not overtighten these plugs as body is aluminium! Oil required is same oil as used in engine and should be changed at each motor oil change (100hrs). This is the most overlooked item on that pump.
 
There may be something that sticks the governor. See if the 'leather' diaphram is functional, or if there is a broken spring or vacuum line.
