Jubilee Fuel Problem

I have a 53 Jubilee with a carb that wants to flood. It acts like a float/needle valve problem, and I have installed a fuel filter in line and cleaned out the needle valve and flushed the line, yet the problem still persists: I crank the engine and the gas leaks out the air cleaner tube, just like the needle valve is stuck open. I put on a new carb, same problem. Any ideas on where to go now?
 
Well since you have the problem even with a new carb , its definitely not letting the float shut the fuel off . Turn the carb upside down & check to see if s speck of dirt may be on the seat .Make sure the float's set correctly . Then check the bowl to see where the float is rubbing . I had the same problem with my 640 .I ended up using a die grinder with a stone & grinding the inside of the float bowl smooth . That ended the fuel leaking problem . HTH !God bless
