851 PTO lever stuck

Hi. Any thoughts on this? Always garaged so not rusted. Worked when I bought it I just do not use the PTO and now it does not move. Tried to work it but any harder and I will break it. Thanks!!!

Since I had the shop manual out. Not much to it. The pto shaft has a slide coupling.

does pto shaft turn freely when tractor is off and its turned off? Have someone turn the shaft while you try to engage it. usually because the shaft is damaged and twisted...

OP didn't reference this, but doesn't engaging the pto require the clutch?

With the engine running and no load attached to the PTO it can engage without the clutch with a grinding of the gears. Not recommended.
