851 power steering help

Hey All

My power steering started acting up and I would like some help with diagnosing the issue. When I take the hydraulic hose off the steering column it pumps like there's no tomorrow. but when hooked up it is very hard to steer unless your are moving. When sitting still it is very hard to move the wheel. Could it be that the cylinders that move the wheels are bad? Any insight would be appreciated

Cylinders could be bypassing internally (common), control valve could have broken or weak springs (common), or pump could be wornout (not uncommon).

The cylinders I can take in and have them redone. But is the control valve on the steering column to service the springs?
 
Yes.

Control valve is at the bottom of the steering column just above the steering gearbox.

f you take the end off where the cylinder attaches to the tie rod and it moves without turning the steering wheel then that cylinder is bypassing pressure. It shouldn't move if it's good. Before you do anything make sure you have taken all the slop out of the steering components as any slop will offset the push from the power steering. Anything that moves beside the wheels when you turn the steering wheel is a loss of power there. Make sure you don't have any air in the system as that's a loss also.
