860 hydraulic sump cover plate

I removed the hyd. sump plate to do a simple reseal. Well now, there is a
little nubin sticking up with an o ring on it. The nubin moves up and
down a small amount if pushed from the opposite side of the plate. The
end is chewed up. I am guessing from being hit with rocks maybe.
The gasket (messicks $25.00) was glued very tight to the plate. It was
more than just paper.
What is actually happening here? Is this a moisture drain? Is the nubin
supposed to move up and down?
Can I just smear black silicone all over everything and bolt the plate
back up?
Pics showing both sides of the plate and the nubin down flat against the
plate as well as lifted when pushed from opposite side.

Just push back down, support from big end and peen other side. Put new oring on stud, think its -011 and make new gskt, plate doesn't hold any pressure
 
I tried to take a file to the outside of the nubin. It seemed hard.
Does it have to move up. what makes it move?
I cant push it up through.

know that some people think that I know everything & that I am supposed to, but.............what is purpose of 'nubbin", what does it do???
