Fuel issue I think?

Ok I have a 64 4000 gas
Starts and runs perfect all day everyday except
When I go to (proofmeter reading) pulley 1316 rpm
If I run there say speeding up bush hog or going down the road it acts like I?m running out of fuel and may even die if I sit there about a min it will start up no issue but the rest of the use is iffy like it wants to run out of fuel reguardless of rpm/load now if it sits over night I can run (proofmeter reading)pto 540 all day no issues tried tweeting carb screws a tad with no results helping symptoms any help I?m a diesel mechanic not gas lol thank you all in advance
 

Yours is a very common problem. There are literally hundreds of pages to read about it here. It sounds like your 4000 is running out of gas, probably due to a plugged screen. It could be the in-tank screen, or the filter bowl filter or the carburetor entrance fitting screen. To check for flow, shut the gas off, get a can or pail handy, then remove the drain plug from the carb bottom. Then turn the gas back on and catch it. It needs to keep running a steady stream for at least 20 seconds. the filter bowl is easily dumped and the screen checked. The carb inlet screen is easy to check. The tank screen is very difficult to clean. you need a small flashlight to look at it. I have had good luck cleaning the tank with a siphon.
 
I have good flow from tank through screens and carb float bowl fills
fast everything appeared to be good but I can always double check
In the event that all that checks out again where should I look next

Do you get good flow from the carb drain for 20 seconds?
 

What you need to do then is to check for spark immediately when it dies. If you have no spark, try running a jumper wire from the battery to the hot side of the coil in order to bypass some potential problems.
 
I have great spark no issues there
I can throttle down a clutch when it does it and allow fuel to build
back up and it will run a while before I put a load on it again I can
make it do it so I know it?s fuel related

Well, if you have those results with the tests, it is pretty much limited to a carburetor problem. The possibilities are that the float needle is sticking, which is not uncommon with the neoprene tipped ones, or it could be that the float mount is bent so that the float is rubbing on the side of the float bowl, or the float is too low so that it shuts the fuel off at a very low level.
 
Update:
I noticed the fuel coming from the tank is reduced
I tried to blow air through the lines to unclog it assumeingbthat it is clogged with no positive results I am assuming that?s where my problem is

Noah, please advise what you mean by "reduced", especially as in how it compares to a steady stream for 20 seconds.
