We decided that today was the day
to fix the power steering on the
960. After 6-7 hours we are no
better off. Every time we fill
reservoir with fluid and crank up
the tractor the steering wheel
turns hard right, can't turn it
back. We took it all apart blew
out all kinds of nasty oil and
gunk. Put it back together same
thing.took it farther apart and
found that the sleeve (#9) is bent
- squished and part 15 had to be
beat out of it. Spring # 16 was
broke. We found one that was
really close and tried it. Didn't
help. What are the chances that
the sleeve being out of round is
most of the issue? Thanks for
your help.

Absolutely that would be it! #15 has to slip back and forth in the sleeve with absolutely no drag. You need a new or good used one.
 
Our local new Holland dealer can
get the spring but laughed when I
asked about the sleeve. Any
thoughts on where we can get one?

You will have to search salvage yards. Actually that sleeve virtually never goes bad but power steering systems are often removed or disabled due to a bad rod in the cylinder. They are out there.
