your throttle issue is probably the lack of the throttle retard spring that fastens to the bottom right hand side of the battery box and the throttle bell crank. The steering issue is some thing you will have to pretty much get used to. The design of the Anadolu steering system isn't very fine tuned ,but do check up on all loose linkages, including all free travel in the steering gear box.
