Ford 3000 power steering gear dumping oil

I have a 1968 Ford 3000 that is blowing oil out of the left pittman shaft as fast as I can pour it in. Is it possible to replace the
seal without removing and disassembling the whole gear? I need to replace the gear someday but I don't have the time right now. I'm
sure the gear has some internal issues as the tractor has a FEL/forklift on it and has been stood on its nose several times by the
previous owner when he was using the forklift.. The front wheels are toed out beyond adjustment. Where is the best place to buy a used
or rebuilt gear?

I cant quite tell from your description if you have the old style pump with seperate reservoir under the hood or new style pump with integral reservoir. Is sounds like you have the old style.
I would call Messicks.com 877 260 3528 and describe which pump you have and have them ship you the right filter.
The part # for the old style filter is C7NN3N538A.
Will be $30 plus shipping.

As for the leaking:
What has most likely happened is the lower seal #14 in your steering column has failed.
Normally what happens is it will push oil out of the little breather #18. But if the previous owner tried to seal it by putting a pipe plug in place of that breather then it will force oil out of the sector shafts like you describe.
Those steering columns are Very simple and can easily and cheaply be overhauled. Worst part of the job is pulling the steering wheel and tin to get at it.
You want to replace the lower seal #14, the two orings #33 and the upper seal #35.
If you call Messicks and tell them what you are working on - 3000 power steering column - you could get those parts sent with your filter.
The whole ball of wax with shipping wouldn't cost a C Note.
