Lift arms stuck in up position

Hi Folks,
I recently posted a few issues with my 1963 Ford 4000 & got some great help/replies from y?all. Thank you !
I?m still working on it & about to change all fluids in trans, hydraulics & rear end. Water in everything. My lift arms are stuck in the up position. Probably piston stuck I figure. What?s easiest way to break this loose ?

It could be something else. Click Modern View and type in lift arms stuck up in the search bar. When the page resets hit search again. It will pull up old posts on the subject..
 
Or you can click the search button and then you have lots of

Stuck in the up position all the time or only while running?
I'm no expert on hydraulics, but there would be a major difference in my mind.

Possible but not likely that piston is stuck as it's constantly bathed in hydraulic oil. Remove hydraulic filler cap beneath seat on left side of top cover to see if control valve linkage is moving the control valve in and out - If not reach in with a long screwdriver and try an manipulate valve linkage. If it still won't go down, loosen the 3X5 accessory plate and it should bleed off system pressure. Be aware that you will get about a pint of hydraulic fluid out when loosening the plate so be prepared.
