Oil Bath Air Cleaner

Servicing the air cleaner on my 640. Looked at the manual and it's not answering my question about where the oil goes.
Understand it goes in the outer ring, but what about the small area that's in the middle.
Oil or no?
 
The inner cup at the bottom has a line scribed in it indicating the oil level which is right where it can flow into the inner cup, overlfow and fill the bottom to
that level. Oil is the same as is in your crankcase.
 
Took it apart last night.
Had oil level mark on outside of canister, saw that before I took it off.
The inner cup actually had holes near the top that were at the same level as outside marker.
Washed it out, nothing but dirty oil and sludge except for lots of rust. Never noticed any water before cleaning.
Decided to clean up the rust, put it in the blasting cabinet looked good until I held it up to the light. There was a factory vent slit just above the oil level line.
Not only that, but it was full of pin holes.
Quick setting JB weld and a coat of paint, and I'm back in business.
