Governor issues I think, when the rpm goes above 1800 rpms and I let go of the hand throttle, the rpms go back down to 1800. I have tried tightening the bell spider spring and it still goes back. Any suggestions?

Are you saying the throttle lever retards if let go? If so and you can't get it to quit by tightening that spring, I'd guess you need a new fibrous disk below that spring.
 
Sounds like you need the spring that fastens to the throttle bell crank and the far right bottom of the battery box. PN NCA9827A
 
It make a whole lot of difference. With the friction disc properly set you should be able to adjust the throttle lever with your thumb and finger and not your whole hand, it will stay .
