On an NAA the GOVENOR housing is attached to the TIMING cover by 5 bolts and can be removed without taking the axle or radiator out. And yes there are two pan bolts holding the pan to the timing cover.
 
When do we get the rest of the story!! Now I know this is not the "first tire you have ever changed" but that is the first time "I" have seen cast steel pulled apart. Almost looks like the snap ring was not removed. Very interesting!!!

Assuming you can get the crank nut and pulley/hub off. Mine did come off rather easily.
