2 Questions about 1957 Ford 640

Hi, all you tractor masters,

While crawling around the tractor, as one does, I noticed that there is a cotter pin sticking out of a plate held in with 4 bolts. One bolt is missing (or sheared off). The tail end of the cotter pin is visible sticking through a hole in the plate. Does anybody know what this is for?

My Ford 640 came with a home made tow bar, and is connected to a "Swinging Drawbar clevis assembly". I did not really know what it was called, but here's the link to the part -

The one on the tractor is missing the pin, and chain shown in the link. There appears to be a short vertical rod that is spring loaded and it does move, but it does not release the tow bar. The assembly seems to have been hit, and may be mashed a bit. This tow bar is in the way of an accessory on the 3-point and I am trying to remove it.

The question is, if I remove the 4 bolts of the "Swinging Drawbar Clevis Assembly" (catchy name) will the oil in the transmission/rear end be pouring out?

Cotter pin is there to keep the weep hole open so if you have an oil leak it won't build up.
You can safely remove all the bolts, no oil will come out.
