Ford 960 parking brake

In the first picture when you pull the lever the round part and the part with teeth both turn. That side works. Other side when you pull lever the round pin moves a little. The part with teeth will only move if you use a pipe wrench, and the pin doesn't move. The part that bolts on to rear end is in the tool box. Is it possible the pin is broke in the middle or is it a 2 piece thing? I found the exploded view of a similar tractor, but not the correct one.

My guess is that the shaft is a bit seized up and the pin that pins it to the actuator is not stellar or the actuator itself is not stellar or both.
 
Those aren't original to a 960, they must be from a xx1 series?

960 has little lever on the shaft you have to bend over to get to.

you can drip oil/penetrating oil on it and work with it, I have heated the unit where the pin goes thru red hot to loosen them up - then oil does some good -
