860 carb fills air inlet hose w/fuel.

I have a 1955 ford 860 with MS carb with #593 and 3/1955 stamped on it's brass plate. It is filling up chamber above float and putting a cup or two of gas into the rubber hose air inlet, then it is flooded and won't start cold. I always turn fuel off when not in use. Fuel shutoff at tank is new. I put a new needle seat and carb kit in it last week, and still does it. Carb kit bought at yesterdaystractor.com. I set float assy at 1/4" from bowl gasket. To get it started I have to unhood air inlet hose and drain fuel. Stymied in Spokane....
 
Seat must be rally tight against good gasket and float must not rub against sides of float bowl or be interfered with by gasket.
 
Double check float setting and while you have it apart,remove float and hold it submerged in water to be sure there's no hole in it. Check for a fleck of rust or something hung in seat. Even if fuel shut off is left on,the carb shouldn't leak.
 
You have three problems.

The needle valve is not sealing allowing gasoline to overfill the float bowl.

The overflow filter in the air horn is clogged preventing overflow gasoline from running through and onto the ground. Not uncommon.

The "new" fuel shut-off valve is not sealing. Again, not uncommon.

Your M/S carb #TSX-593 would be correct for an 800 Model and the 3/1955 stamp on the brass ID Tag is simply the manufacturing date code -the date the carb was manufactured, nothing more. You've already been given probable causes and fixes so take it from here. I'll just add that the new aftermarket fuel sediment bulb assemblies have problems leaking. I know a certain reliable parts supplier is working on the problem as well. Is the float an original brass one? If so, try testing it for pin holes by submerging in water and see if it fills up. I've found this problem on some carbs. If float fills up with fuel while installed in carb, it is too heavy to move properly will cause flooding. I would also avoid using any of the newer rubber or plastic parts in a carb -junk.

If it were mine I would take it all back apart and clean it out real good. soaking it in a cleaner, using tips to clean out ports, air to blow it out good. then put it all back together carefully and properly spray some wd-40 in the inlet of the carb before you put the fuel line on and try it. when you want to stop it then close the fuel shut off till it dies then start it back up and use it normally nd see if that fixes your problem. I think sometimes when carbs are overhauled the needle valve sometimes just isn't seated properly maybe from a speck of dirt or it being so dry it is actually rubbing inside. The wd-40 although is not a fuel but is oil based so it will act as some what a lubricant and once the needle valve operates correctly it will start working right. anyway it wont hurt to try it. good luck.
 
I took carb apart today, and it turned out that float was dragging on side of bowl. Had to squeeze two floats closer together by
just like .030". Now it doesn't stick or flood gas into the air inlet. It starts so much better. I am happy.
