Try driving the front of the tractor into a ditch getting the pump lower than the reservoir.

Remove the bleed plug and put in a tablespoon or so of oil and screw the plug back in a thread or two. Run the starter several revelations ,repeat the procedure a time or two . It will finally pick up, slow and jerky at first..

Have you tried getting the pump lower then the reservoir as in putting the front of the tractor road ditch while the rear is still on the road.
