Two questions after a fresh rebuild

Just started my ?66 5000 SOS, and have a couple problems.

1) tractor will only run a short time before it dies. 10-15 seconds at first, then it?ll stay running a few minutes. I?m guessing this is a fuel delivery issue, so I will be draining tank and looking at screen first. New filters, so the next thing to check would be the lift pump correct?

2) Quite a bit of blow by. Is that normal of a new rebuild?

I've had some"quicky" rebuilds where new pistons and sleeves were not installed that had a little blow by. At most,I expect to use oil at first but "quite a bit of blow by"would worry me.
