seems to"? Want to quantify with some measurements?

Can you hear a high pitch whine when they are all the way up? If so thats the pressure relief valve opening because your linkage needs adjusting.

If the position of the lift doesn't match the position of the touch control lever and it's causing a problem for you then pull the lift cover and check for wear and adjustments. Procedures for adjusting without Nuday specialized tools are given in the I&T Ford Shop Manual FO-20. You might want to order a Lift Repair Kit in advance which contains the gaskets, seals, and O-rings and replace those while you have the cover apart (it's not good for your back to pull the lift cover any more than neccessary). Check the cam follower pin for wear while you're in there as that often causes the adjustments to be off. The adustments, done in order are Main Control Spring, Constant Draft, then Position Control. The FO-20 manual and Lift Repair Kit are available from the web site (as well as other places).

espite all the 'good' advice I see here, I do not think it is possible for the lift arms to go too high, but if assembled wrong or with wrong parts, the lower lift links might be able to go to high.

The range of travel should be from 8.5" to 34.25" at the implement end of the lift arms. What are your measurements?

As you specified Position Control, do you get a different high/low range in Draft Mode?

As JMOR pointed out the amount of lift is controlled by the stroke of the ram which doesn't have limiting adjustment other than end of travel stop.

The last one I repaired I put a slotted washer under the plate were the fat arse draft spring sets so I could get the lift adjusted somewhere close. It sure affected the height of the lift arms in the lower position ( to high off the ground) I had to remove it and put the thinnest one I could make back in it without a shim the draft control would not work.

He could remove the retainer (22 on a N #9N520) on the quadrant so the lift arm can go past the stop to see if he can achieve a lower position for the lift arms. I don't think its a cam follower pin ware issue its out of adjustment somewhere...

Of course we need to know what is not low enoufh...

The box blade the guy was using had the lift pins set low real low to damm low I had my work cut out for me to make life EZ for him...

This was the one that every now and again would not lift just out of the blue it would not lift I gave him a good pump to try it fixed it...
