Ford 600 hydraulics

Helping a friend get a Ford 600 going after sitting for many years. Got it running really well, except I cannot get the arms to raise. I am not a Ford guy, so I am unfamiliar, any help or suggestions would be great. Thank you.
 

Does it have the old vane pump or the newer piston pump. At any rate there is a bleed plug on the pump. After you've checked that the hydraulic fluid is clean, full and of the proper viscosity, remove the bleed plug (it'll be front top on the piston pump. Sorry, I've not worked with a vane pump in forever). Remove the coil wire. Crank, do not start, the engine until the pump is full.

If this doesn't fix it, you've likely got some stuck valving in the lift deck.

Check also to see that the hydraulic fluid level does not drop rapidly. If it does, check to see which compartment is overfilling. If it's transmission you have a blown pressure tube. If it's engine, you've got a bad seal in the pump itself.
