I don't think there is a 15.5x28. I think the next step up is 16.9.
There are 15.5x38's, which are a low-profile design, and are the same height as 13.6's - shorter than 14.9's.
As far as too big... 16.9's would give you a little extra speed, which is what you want. They might look a little out of place, and you would likely need wider rims.
 
Where are you located and what type of rims do you have?
I'm in Michigan and have a big set of 16.9 x 28's on 6 loops.
They would get you speed, but reduce the power to "grunt".

Don't blame you. Shipping costs would be out of this world.
I've got spin outs on my 960 with 14.9's too. I think they fit great.
