Correct governor installation on NAA??

The governor worked fine before I did major engine work. When reinstalling the governor does the fork have to be aligned or not when reassembling the front cover on the engine? The engine does not hold speed when load applied as in engaging PTO or going up slight inclines, etc. Have tried to readjust the governor linkage but to no effect. Is it time to pull the front cover off?
 

Don't know what you mean by "aligned". aligned with what? It has to be assembled so that as the balls move outward the fork pushes the disc which causes the arm on the outside of the housing to move.

As the arm does not move with changes in engine speed I thought the governor was not pushing toward the fork. Does the governor need to be turned (align) with the fork before the cover goes on?
 
Install the governor assembly on the crank shaft with the miniature ball bearing thrust washer assembly facing the radiator
