1964 Ford 4000 4 cyl gas surging problem

I have a 64 Ford 4000 4 cylinder gas tractor that I am trying to repair. Can't set the timing correctly because the engine surges at idle. Haven't been able to locate the problem. Anby ideas?

I'll check the fuel/air mix as soon as I can tow it from the shed to the shop. Can't set the timing till I can stop the surging.

As others have posted, most surging problems are caused by a lean A/F mixture. The idle mixture screw is only effective from 450-800 RPM. The idle mix screw controls air so screwing it in fattens the mix whereas the power jet needle controls fuel delivery and turning it in leans the mixture. Disconnect the governor linkage to the carburetor and make your adjustment. If it still hunts then its time for a thorough carb cleaning.
 
The carb has not been touched in years, engine was rebuilt a few years back. Ran good until last year. I think i'll pull the carb and rebuild it. Shooting for Friday or Saturday to get it to the shop.
