Conflicting SOS Band Adjustment Specs

I’m getting ready to adjust the bands on my 1965 4000 (3 cyl) and have noticed a discrepancy in adjustment torque for between the 1965-1975 Ford Service Manual and IT manual FO-31. The IT manual states in paragraph 236; 19-21 lbs ft for band 1 and 110-130 INCH pounds for bands 2 and 3. The Ford service manual says in Part 8, Figure 24; 20-25 lbs ft for band 1 and 20-25 lbs ft for bands 2 & 3. There is a huge difference between manuals for bands 2 & 3, which is correct?

You're confusing adjustment screw torque with locknut torque.
