Ford 4000 pto not working

My 1970s 4000 ford pto is not engaging no sounds ..at all ..shafts turns with a pipe wrench.any thoughts on what might be wrong?

have owned it a while it is a manual 8 speed diesel .the pto lever linkage was off I hooked it back up a few years ago and changed fluid hasn't worked right since .it has occasionally spun slowly but that is it
 
You will need a manual.
If you don't have one the I&T FO-31 covers the
procedure pretty well.
There are actually two pumps on the main
hydraulic pump on that tractor. A big one for
the lift and a little one that operates the
pto. They are hooked together as one unit.
You will need to remove the lift cover and
attach a gauge to measure pump pressure from
little pump into the pto valve. Book gives a
spec for it.
There is also a pto brake piston that has to
release before it will send oil to the pto
clutch to engage it.
It's been several years since I fixed mine. The
brake piston was stuck - rust/crud and wouldn't
move. Once I got that freed up the pto worked
fine. The plunger in the pto valve was crudded
up and sticky too.
I'm just a carpenter and not a mechanic but
figured it out just by following the manual.
It wasn't so hard.
