Need help on a adjustment for the 5000 Ford

Hi guys
I have my lift cover off hydraulic pump is on the way and I'm adjusting my linkages. My manual says page 41 3 position the upper edge of the lift control lever 3.25 inches below the top stop on the quadrant retainer. I am not understanding this I took my micrometer dialed into 3.25 I took the micrometer and position it on the upper part of the lift lever the other end of the micrometer touching the adjustable stop that is on top. How accurate is that? I've checked it three times and every time I get a different reading on the plunger it is supposed to be . 200 in I'm getting .165 .150 .170 could someone tell me how to accurately get the lift arm in the right location and am I doing it right?
 
Does Ford make a special tool for this or something? I mean just the paint on my lift arm and the paint on the quadrant stop it's probably ten thousands. The slide is a angle so there's a lot of factors involved here in accuracy.
 
You are waaayyy over thinking it....just use your 3rd grade ruler on the lever setting.

Jmor after further evaluation I noticed they are two notches on the quadrant is that what these notches are for it has to be?
