Ford 4830 3 pt position control not lifting high enough

I use various 3pt implements - a landscape rake, shredder, a forestry winch. I have noticed that the 3pt lift is not lifting very high at all. For the shredder, I don't really need it to lift high, but for the rake and my winch, when working on sloped ground, I'm continually running into ground when in reverse or going over rough terrain because the implement is not high enough.

This tractor has a position control lever (furthest from my right leg) and a draft control lever (closest to my right leg). With the position control all the way up to the max, my rake tines are about 4" off the ground. Same for the bottom blade on my forestry winch. I'm thinking the max lift for position control should be much higher.

Often times, I will have to also use draft control to get the implement high enough to maneuver around an object or to not bottom the implement out over rough terrain. With position control all the way up, and draft control most of/all the way up, the implements are able to raise up VERY high, like 2' high. However, draft control won't hold the position of the lift very well, and sooner or later, it will lower back down, or, like with my winch, the top guard of the winch will jam into the canopy over the seat, as the draft control might continue to creep up.

The position control lever does have an adjustable stop, but this is not the limiting factor for me.

Being still fairly new to tractors (only a few years experience), am I asking too much of position control to lift an implement > 4" off the ground at max lift?

I've read my operators manual, but can't find any specs on the lift.
