Replacement sleeves typically do not get lower, you cut the groove down when you machine the top of the block to maintain the protrusion within spec.
 

You need to have a measurable amount of protrusion. There is a spec for it in the shop manual. You are supposed to measure it in at least three places around the sleeve. There may also be a spec in the manual for variation in the amount of protrusion from cylinder to cylinder. This is important to insure that the amount of "crush" of the gasket is adequate at each cylinder. If protrusion is not correct all of your effort to insure that the head is flat and true is worthless. Another thing with the head gasket. Be very careful that the gasket is placed so that it is sitting evenly on all of the sleeves. The holes for the bolts are large enough that it is possible to get the gasket to where it may not bear on one sleeve. Glue the sleeves in with permeated sleeve sealer. It helps with heat transfer.
