governor trouble?

Hi everyone:
I have a '63 4000 gasser. When operating the hand throttle it takes a while(3-5secs) to respond. This happens in both directions. It doesn't seem to surge or anything like that, just slow response. The engine seems to run fine otherwise. Does this sound like a governor issue...or something else? Thanks for any input.

Just offering a few things for you to try:

Is the governor to carb linkage dragging on the block?

Weak compensator spring?

Distributor advance weights binding?

[b:3c485f20a5]Operation Governor Test:[/b:3c485f20a5] Drive up and down a hill - Engine should pick up RPM due to the additional load. The engine should also slow the tractor going downhill. If you don't have any hills, drive in middle gear and apply both brakes - Engine should spool up to adjust for additional load.
