4610 PTO questions

new here, trying to help my neighbor who is older and losing his eyesight. he has a 4610 and is trying to get the PTO working. says he had it working accidentally about a year ago. He tries to engage it and it just whines, and i only see the outside rod moving. He thinks it needs a clutch, but we are both not sure if we are engaging the PTO properly.
it's an independent PTO. i see 2 levers, so i suspect it takes 2 or 3 actions to properly engage.
anyone know what they are?
what are the signs of a bad clutch and how hard is it to replace?
any help or advice would be appreciated

"just whines" could be a bad clutch, but...
Should only be one lever.... left side, below the seat, going into the side of the rear end housing. Pull forward to engage,
rearward to disengage. After making sure you're using the right lever, (or maybe before!) check the oil level. On my 4600, there's
a level plug on the right side, near your heel as you sit on the tractor. A 4610 may be different. (dipstick?)
 
It"s an independent pto that operates via the single lever on the left side of the seat. There is a hydraulically actuated clutch that engages the pto and a brake system that is supposed to stop it when you disengage. IIRC you engage the pto by moving the lever forward and disengage by moving it backward.

You have to remove the lift cover to repair it I believe. RickB, Bern, or Rod in NS can probably give you more info.
