Pull the air intake elbow off and look inside while having some one hold the key in the start position with the hi-lo in gear. It will light up and smoke, might even catch on fire.
 
Agree with welding man about the visual test. You'll know you have a good one if you get at least 6" worth of flame coming out!

That said, you shouldn't have to keep it in gear to activate the thermostat. There should be a dedicated key switch position for it, either to the left of the off position, or else just before the crank position. Both will be spring loaded.
 
It doesn't but most people cannot tell where the thermostart position is and start cranking the engine. You do not need the engine cranking over to check the thermostart. That is why I leave it in gear. I haven't seen one of the old switches that you turn to the left to start in years. About all of those have been replaced.
