Ford 841 Roosamaster injection pump problems

My neighbor has a 1959 Ford 841 tractor. It will run with a shot of ether and keep running as long as he keeps feeding a mist of ether into it. He has removed the roosamaster pump and took it apart. He says he sees nothing wrong with it. Bleeding filter and pump does not get it running. His thought is it needs rebuilt by a diesel injection shop. What are his options? He really doesn't want to spend $425-600 he was quoted.
 
That's about "ballpark" for a rebuild..
Was the pump pumping fuel??
The engine will run on ether alone..
Seeing its already apart, a couple of things to look at..
The pumping plungers behind the shoes & rollers.. they MUST BE FREE to slide in their bore..
The transfer pump piston in the end plate.. it must slide freely in its bore also..
The metering valve must be free to rotate in the head.
I've seen delivery valve springs break on those older units.. the DV & spring is located in the center of the rotor & is held in w/an Allen screw.. WARNING> the stop screw[Allen] MUST BE TORQUED to 90 inlbs WITH A NEW STOP when reassembling. [the stop comes in a new gasket kit] P#> 24371
Take a look at the transfer pump liner & blades for deep scratch marks..
Take a look at the wear marks around the rotor.. the rotor is the rotating member in the head.
There shouldn't be any wear marks on a good H&R.
 

There are any of several things that could be happening here. The pumpguysc has named a few and ask some very pertinent questions.

Here are some other possibilities.

How's the fuel flow at the pump inlet? Full and steady?

How's the compression?

What shape are the injectors in?

What's your friend's history with this 841? Is it new to him or has he had it a good while? If the latter, has this problem just suddenly developed or did it phase in over time?

I disagree that a diesel will run on ether alone. A 6.9 IH in the Ford pickup my dad had certainly wouldn't. It had to have some diesel injection to make it fire.
 
(quoted from post at 06:17:11 01/05/18) I'm here, just woke up! LOL. Pump most likely has some stuck parts inside like has been mentioned, especially if it's been setting awhile..

Neighbor has had the pump apart twice I guess. He sees nothing wrong, now he says its puking fuel out of the side where cover seals on with a oring. He is checking into either a rebuild kit or another pump from Farmland which is a tractor junk yard North of us about 45 miles.
