Looks like a good candidate for restoration. Most of the cultivators are there.

"looks complete"... except no carburetor.

"previous owner said it runs good"... How could that be with no carb? Also means that the seller hasn't even tried to start it, and there's no way to test it until you install a carb so it's a pig in a poke if you're counting on its ability to run.

Needs new tires all around as well.

Knock at least $1000.00 off the price and it might be worth it in its present state.

"Would make a nice yard ornament." is more like it, and in that case I wouldn't pay more than scrap price.
