2000 hydraulics

You all were so helpful in helping me get the hydraulics working on my Jubilee, now I have bought a 1963 4 cylinder 2000 that sat for a year. It starts & runs good, but the 3 point doesn't move at all in either position or draft. The PO said it worked fine a year ago, so I am hoping it is nothing too serious!
I checked the pump prime w/a hose from the allen head plug to the fill hole & got a good flow, so it has not lost prime.
Where do I go next? I checked the I&T FO-20, but don't have the proper tools to pull the unloading or control valve.
Any suggestions?

If you have a 9/16 wrench and a hammer and a punch, you can handle it! Take the 6 bolt PTO shifter off and if it is just the control valve stuck, you might be handle it from there.
 
Thanks Wayne! The control valve moves, so today's plan is to pull the top cover. After re-reading the FO-20 several times I'll see if I can Rube Goldberg a puller for the threaded plug on the unloading valve. I may be calling you for advice!
 
SUCCESS! A 1/2" fine thread bolt, a special-built spacer, & a fistful of assorted oversized washers & the plug was out. The unloading valve was definitely stuck. The hardest part after that was cleaning off the old gasket!
Lift now works fast & smooth!
