Ford 640 hydraulics won?t completely lift

Bought this way a couple of months ago. Hydraulics do not lift completely and are rather slow and I can see and feel a vibration in them as they are lifting. Throughout the time I?ve had it, it rose all the way ONE time and then lowered to half. Tractor has been sitting for a couple of months as I?ve been working on the other things with it. After I got it running today I tried to lift them and it would not budge. Removed the plug out of the pump and bled all the air out of it. Yet they still failed to lift at all. It wasn?t until I placed the Draft control lever down and back up that I was able to get them to lift, and again it would only lift half way. After reading the service manual, it says to check the Draft Control lever (Control Selector Lever) adjustment first. It does not state how to do this though. Anyone here want to provide some instructions? Please be very specific.

My personal opinion is that the vibrations are the result of a faulty valve, but I haven?t ever dealt with hydraulics before.

FYI I did check the hydraulic fluid level. It says to do this with the cylinders fully extended, I?m assuming this would be in the down position as far as the arms are concerned...
 
Post in search bar----ZANE hydraulic lift------click search, when page resets, hit search again. That will pull up the archives on the subject. Sounds like a cam follower pin or stuck unloading valve or adjustment. He has a kit for the cam follower pin fix.

No! It does not! all cylinders extended means 3 point raised, loader raised, etc.
