Jubilee PTO lever

I was looking for the pto lever on my Golden Jubilee. Turns out I can't find it because it's not there.
Anyone have any idea as to why some one would remove the lever and shaft and fork? I took the side cover off and pushed the shaft ahead by hand and engaged the pto. It seems to work as it should. Just can't figure why anyone would remove it.

Does anyone know where I could purchase the complete cover? I also need the opposite side cover as the dip stick is missing and some one drilled a 3/4" hole where it should have been

I would bet any of the yards have a half dozen lying around. I have had fantastic luck with wedges but others have their favs as well. John
smith might have one.
