9700 pro will not turn under a load but will when not hooked up. Any ideas?

I don't know the particulars of that tractor, but would ask the following questions from generic knowledge of PTOs.
1. Is your PTO linkage all adjusted up to specs?
2. How's your oil? Clean? Full? Proper grade?
3. If 1 & 2 are good, I'd suggest a PTO overhaul is in the offing!

Does it have Dual Power? You need to check the PTO pump pressure First. Depending on what
you find there will determine the next move.The same pump pressure that applies the PTO
clutch pack also applies the brake to stop it. Sounds to me like you may have neither.A
service manual is a must.
