Carb adjustment

I have a 70, 2000 with the Holley carburetor that I rebuilt using CNH's best kit. I wanted the quality instead of parts that almost fit. What is a good starting point for the fuel mixture needle?

My initial problem was running rough and surging. It's running much smoother now however the surging is still there. Pulling the choke out doesn't remedy it. Should I be looking at the governor?

The kits I buy have instructions telling you the starting point for adjusting the carb. I get Walker brand kits form O'Reilly's.
As for the surge make sure none of the carb linkage is binding and also make sure the air filter is not all clogged up.
I have a friend who has a 4600 Ford and he could not figure out why it was blowing black smoke. I pulled the air filters and started it up with out them on and the black smoke went away. The filters where so bad that when I dropped them on a board they left a big pile of dust
 
Thanks for that info, Old. The air breather is clean as a whistle but it wouldn't hurt to run it without it. Could have a mouse nest in there somewhere.. I will check all of the linkage for binding. The gas pedal doesn't seem to be very responsive. Lots of play in that linkage.

On the Holley carbs I do not know the starting point adjustment but on the M/S the starting point is 1.5 turn out for the idle and 2 for the main jet.
Something else you might try is start it up and hold the gov to carb linkage in your hand for a moment and see if that stops the surge.
Same friend that has the 4600 has a Cub Farmall that will surge till you grab the linkage and all it well till the next time you start it up. Some times a surge is caused by a weal antisurge spring also
