Ford 3000 3 pt problem

My neighbor has a Ford 3000 diesel tractor.

The problem is the 3 point won't stay set. It comes up real strong with his box blade on it but the only place it will stay is all the way up. When it is up it is continually jerking like it is against the relief valve. When that is happening it interferes with the loader dump circuit.

It appears to me that all of the hydraulics are run off of the one pump that is gear driven off the engine.

I am a Cat guy and know little about wheel tractor hydraulics. I am sure this must be a known problem to some of you guys. Can anyone give me an idea to go about fixing it?

There is a little lever under your right thigh when seated that
shifts the hydraulics from draft control to position control mode.
Is it currently horizontal or straight up?
Have you tried switching it to the other position?
 
On my way to the ranch this morning I stopped to look at that guys tractor. That little lever was horizontal. I remember wiggling it when he was showing me the problem. Seems like the hydraulics kind of talked to me. He said "ah that's for the PTO" so I did not mess with it. This morning I put some pressure on it and it popped straight up. I did not want to start his tractor without him there. My dogs were in the car and started barking and leaning on the horn. He did not show himself, I did not walk all the way over to the house, I figured if he didn't come out he was either asleep or not there. I will have to check with him later to see if it made any difference.
