1978 ford 4600SU Diesel 3 point controls. HELP

Trying to help Veteran neighbor maintain his property. His 4600 has 2 levers for the 3 point. Position control and draft. These levers are to be " free" from each other. These are not, they move together like the outer shaft has rusted to the inner shaft. I pulled the handles, fiber washers, spring and the quadrant off the shafts. They are clean, but I still put "Blaster" on the shafts and blew it in towards the top cover. Also tried a little heat, to no avail. I have a tiny window using the lever that I can almost use a bush hog. Otherwise it is either up all the way or it drops to the ground. Ring any bells? All my tractors have one 3 point control. How do I free up the controls?
 
If you can't free it doing what you're doing, pulling the lift cover and extracting the seized parts may be the only other option. Likely the
shaft is seized within the tube given what you describe. I would not hold a lot of hope of freeing it without a lot of heat.

Thanks, I thought it would come to this. I was going to pull the 2 bolts that housed the shafts to the cover, but I figured is was not an option. The shafts would be connected to the top cover and I would lose something on the linkage inside the cover anyway. Bob
