641 carb issue?

641 carb issue? I recently bought this tractor. I have fixed many similar tractors soaking and installing carb kits.
When I bought it, the owner held his hand over the carb in place of the choke. When he did this it finally would get fuel and start.
He said he had put a kit in the carb. Didn't help.
I pulled the carb soaked it and unstated a kit myself.
It does the same thing.
I also sprayed carb cleaner around intake while it was running. It doesn't seem to have a intake leak.

Any ideas?
 

Placing a hand off the inlet does the same thing as the choke - it shuts off air to the engine. Check the choke plate in the closed position (choke applied) it should seal all around the carburetor inlet bore. Some choke plates have a "trap door" that allows some air through. There should a spring of some type that holds the door closed.

Finally, verify that the linkage actually closes the choke plate when you pull it out.
