3930 FWD POWER STEERING PROBLEM

We have a 3930 FWD with a steering problem, with the tractor running the steering wheel is hard to turn and takes a few turns before the front wheels respond, it's full of fluid so is the pump weak or what else should we look for? Thanks again
 

Sounds like a pump problem, if the steering wheel turned easy but the wheels don't move fast enough the cylinder wound be bypassing.
Other than a occasional seal leak the steering motors give every little trouble.
 
If the steering wheel is turning and the cylinder doesn't respond.... then you either have a bad steering motor or bad cylinder seal. On the balance of probabilities I would say the cylinder center seal is bad.
