1975 ford 2000

If your talking about a remote valve to operate a remote cylinder that was a option for those tractors and not many where installed on 2000's.
If it has one it's located directly under the front of the seat, if it doesn't have a remote valve there's a block off plate there held on by four bolts.

yes I have a block plate, But there are two bolts under it one is a plug/test port the other has a screw driver looking head am not sure if I can remove it to see if it stuck open. the other port has oil I can see but nothing come out and my lift doesn't work. I have checked that the pump is primed.

Actually, the Bolt/test port as you call it should be one of the four bolts holding the lift cylinder to the lift housing. The piece you see with the screw driver slot is actually the lift cylinder safety valve. I think it takes a 5/8" deep well socket to remove it, may be 9/16". Can't rebuild them, have to replace it. Perhaps a hydraulic shop can test it for you to see if it is functioning correctly. The repair manual should give you the relief pressure setting.
