Early PA Wheel Abnormallity

I got quite a surprise when I picked up the set of power adjust wheels (http://forums.yesterdaystractors.com/viewtopic.php?t=1327597&highlight=)

They obviously had been on a government highway tractor because they were orange.

One of the center discs was vastly different than anything I'd ever seen or heard about. Not a big deal to me, as I have spare center discs. However, the dish in the center is far more pronounced than standard. It also has four holes with sleeves welded in perpendicular to wheel. These appear to be factory and look like they would have accommodated some wheel weight other than the pie weights.

I'll try to get a picture before months end (I've dropped them at my local tire shop for tire dismount) and post it here.

Has anyone else ever seen one of these non-standard discs?
 
Not I.

Wondering if the tractor might have had a boom mower on it requiring a heavy counterweight on one side only???

Your assessment of wheel weight mounts sounds right.
