Ford 3600 fuel troubleshooting help?

Hey folks could you help me out with your thoughts on this.

We (my grandpa and me) have a 3600 that we both use, he was on it the other day and set it sputtered and cut of, he was able to get it started up again and moved but now it wont start.

From the fuel cut off line over to where it flows into the filter was pretty dirty. We cleaned all of that out and and now have good flow to the filter.

I put in a new filter and wanted to bleed the air out of it.

I pull the nut on top of the filter housing, as I thought you should see fuel here when it fills up, then you can move over too the bleeder on the pump and turn the engine over a couple of times till you see no air from the pump, then you can move to the injectors.

So with no fuel, coming out the top plug of the cap, I put it back in and opened the bleeder on the pump and I just get "spudders" of fuel and bubbles.

Any thoughts, I've double check that the flow from the tank to the filter is good.

Shouldn't fuel come out the top plug?

new filter in with good flow from tank, shouldn't I have fuel come out the top of the plug before moving on to bleed pump?

 
Look at the top of your old filter and the top of the new filter. Do you see a difference? The new filter may be closed off by the top sealing ring. If so leave that o ring out. Fuel cannot get by if the opening is restricted. All those filters are not the same.If the filter has round holes in the top it will work. If only opening around the outer edge it will not.
