Yes, hot, manual says to adjust valves at operating temperature.

i put new plugs and plug wires and rotor and points in after tractor would not start
and it started right up then i noticed the water pump was a little loose so i replaced it
the tractor cranked right up and i started using it and it died again
so i double checked my self and all of the plug wires ohm through the points are still set right with the plugs out of the engine i turn her over and shes sparking on all 4 cylinders spark plugs
the valve lash is a little much on 3 and 4 cylinder on a cold no starting motor
im getting fuel all over the place i cleaned but did not replace the carburetor but tore it apart
i play with the governor rod and choke her and some times she will backfire and buck for about a minute to 5 minutes
then all of the spark plugs are wet with gas
whats the float supposed to be set at i got a quarter inch from the top of bowl
 
1 more question guys please. my distributor rotor will turn left to right as I look at the top of the rotor I can turn the rotor almost a half inch by hand now the shaft will move left to right about 1/32
I'm talking bout the new plastic rotor has play left to right about a half inch is this normal

Is the small clip in place under the rotor?
 
just to keep this post alive
because it looks like a day or 3 for spring
i pulled number 1 plug and on compression stroke the rotor looks like it is lined up my rotor spins clock wise so i have firing order

ive misplaced my timing light but am still looking
also when i got this tractor 15 years ago it came with champion plugs h-15
so i just replaced them with autolite 437
it looks like the autolite is a hotter plug
but should i go back to the champion plug
i bought this tractor off of a 40 year master mechanic
 
OK I got spring clip for rotor
put it on
but now it seems to be carburation
if I hold the updraft butterfly closed because it looks like I'm getting to much fuel sometimes
she will crank up but not stay running ive got both needle`s turned out 1 complete turn ive cleaned carb so its pretty clean
and turned the updraft setting screw out 3 times from bottom out
anything I'm missing ?
sometimes the rod that runs the updraft butterfly does not move at all while cranking the tractor ?
any help thanks in advanced
 
just to make things clearer
the idle mixture screw was screwed all the way in
the turned 1 complete turn back out
the power mixture screw was turned all the way in (bottomed out) and the backed out 1 complete turn
I am getting conflicting settings for the correct settings on the 2 screws for a ford 800 carburetor
and the fuel strainer has been replaced with a fuel bowl
any suggestion please
rebuild ? the carburetor
buy a new 1 ?
and does anybody know of the timing marks on the timing chain
picture maybe
and ive got the throttle lever backed out 3 turns
