861 stumbles downhill?

HI,

861 I am slowly rescuing. Had to put a new head on it as old one was cracked. Rebuilt the top completely. Rebuilt crudded-up carb. New fuel lines, new screens. Used air cleaner from Steiner, cleaned, new wool, new oil. Fires right up, seems to have plenty of power but maybe a little sluggish governor - runs through all the gear just fine, lift works, all good.

When going down ANY kind of grade. even a lil, it acts like I choked it. RPMs drop, black smoke and backfires. Catches, lurches forward, stumbles, again and again. doesnt matter if clutch in or out.

Any ideas?

Double check your float level in the carb.
Maybe even set it a little lower into the bowl.
 
Check float for it partially filled with gas. With gas, it doesn't float as it should letting in extra gas causing flooding.
