57 600 loader hydraulic problem

I have not had this tractor long, but noticed the hydraulic fluid looked milky. I changed it. Now the loader will not lift a load. I have bled the lines multiple times. When I put a pressure gauge on the inlet. I get 300 psi. When I load the bucket fully and allow the psi to build, it will reach 1800 psi. Any suggestions?
Thank you in advance.

Is it a loader with its own pump or does it run off the tractor hyds??? If it runs off it own pump good chanced the relief valve is sticking or the pump is on it way out. Or you could have a cylinder that is bypassing on your or other such problem

57 ford 600
Loader runs on tractor pump, 57 has a piston pump. The three point hitch loads up first then the loader works after that. It worked fine prior to changing fluid.
